Ghana names Kyerematen as first candidate to succeed WTO's Lamy

GENEVA (Reuters) - Ghana has put forward the first official candidate to succeed Pascal Lamy as head of the World Trade Organization (WTO), nominating its former Trade Minister Alan John Kwadwo Kyerematen.

Kyerematen's bid to take over after Lamy's second term expires on August 31. was widely expected after he won the backing of the African Union earlier this year.

However, that endorsement was done so quietly that some diplomats have suggested he might face a challenge from another African nation belonging to the 157-member trade body.

Applications must be submitted by the end of the year, in time for a three-month campaigning period and for a winner to emerge by the end of May.

Many trade diplomats think the job should go to an African, Latin American or Caribbean candidate, since all but one head of the 17-year-old WTO have been from developed countries. The exception was Thailand's Supachai Panitchpakdi.

But Lamy has said there was no system of rotating the job between countries and regions and said his successor, chosen by consensus, should be picked on the basis of competence alone.

Other names in the frame are New Zealand's Trade Minister Tim Groser, Brazil's Ambassador to the WTO Roberto Azevedo, Costa Rica's Trade Minister Anabel Gonzalez and South African Trade Minister Rob Davies.

The head of Mexico's competition commission Eduardo Perez Motta, a former ambassador to the WTO, told Reuters in September that he would enter the race if his name was put forward.

Former Jordanian Trade Minister Ahmad Al Hindawi will also be nominated, Jordanian media reported earlier this month.

The office of Nigeria's Finance Minister Ngozi Okonjo-Iweala, who failed in a bid to head the World Bank, headed off rumours by saying in September that she had not expressed interest and was not a candidate.

The only WTO member to rule itself out of the race so far is the European Union.

"Obviously this time it will not be somebody from Europe, so we will have to see what the candidatures are," European Trade Commissioner Karel de Gucht told reporters last week during a visit to Geneva.

Dimensional Negotiations

Arguably, negotiation is one of the most common methods of dispute resolution. The assumption that negotiation is a concept that is only useful in a conflict solving environment is a serious misconception. Apparently, negotiation is used in such environments as the political and the business fields. Notably, negotiation has been the most effective method of control sharing in the world of politics. Similarly, negotiation is applied in making of business contracts and setting of prices. Haggling is one of the most common types of negotiation in everyday business transactions. The aim of negotiation is mainly to establish a middle-ground with which either party is comfortable and contented. For a long time, people have always seen negotiation as a social theory that requires only skills and tactics during the round table meeting. However, modern day negotiators are using the revolutionary process of negotiation referred to as the 3-dimensional negotiation. This paper seeks to explain the elements of three dimensional negotiations as explained by Lax and Sebenius (2006).

According to lax and Sebenius (2006), negotiation is not effective if given the usual one dimension style. They argue that traditionally, negotiations entailed the use of tactics to either gain the advantage under the topic of conflict or have such benefit distributed among the concerned parties. The usual one dimensional approach to negotiations sought either a win-win result or a win-lose outcome. However, practically speaking, such outcomes could only create more conflict where the parties to the clash were more than two. Lax and Sebenius (2006) explain that one-dimensional approaches only stimulate more conflict and yield unsatisfactory deals. Much like a gambling game, one-dimensional techniques are not appropriate where the other party is the holder of all the cards. It is for this reason that the two scholars came up with the three dimensional approach.

The three dimensional system is a method of handling negotiations from three perspectives. According to the consultants, the three aspects of this approach are, The Tactics Dimension, The Deal Design Dimension and the Set up Dimension. In addition to these dimensions, Lax and Sebenius (2006) explained a final aspect referred to as the three dimensional audit. The three aspects of the strategy are designed in such a way that they cover the period before the negotiations, during the actual discussion and after the deal are sealed. The set up dimension takes place away from the negotiation grounds. The side concerns itself with the parties to conflict and the subject matter of the conflict. In evaluating this dimension, the planner or the negotiator focuses on the actual parties involved in the conflict as well as the potential participants.

In addressing the issue of the parties expected to attend the negotiation proceedings, the negotiator finds information on which to rely when planning the tactics. The set-up dimension is as well concerned with the subject matter of the negotiator. The negotiator seeks to establish ways in which the subject matter can be useful to them and how valuable they can be to the other party. The essence of this aspect then can be said to be the evaluation of the pie to be shared. Being a preliminary stage, the set-up section concerns itself with estimating the possible outcomes and expected maximum costs. Lax and Sebenius (2006) argue that, in every negotiation procedure, there are unavoidable costs. Either party should make a provision for such costs prior to the actual negotiation process. Among the essential preliminary steps are the arrangements to hold private consultations with the key parties to the actual negotiations. This may involve the process of identifying the correct sequence of events, as well as, the hierarchy to be observed. Lax and Sebenius (2006) summarized this aspect as the process that concerns itself with doing the correct things, and doing them right.

The second dimension - the deal design - concerns itself with the events that take place both at and away from the table of negotiation. The deal design should be in such a manner that it takes into consideration the interests of both parties. As such the negotiator is expected to unveil the intentions of the other party. This will enable them to be more realistic in laying down their strategies and listing their expectations. According to Lax and Sebenius (2006), the negotiator should plan in such a way that the negotiations move north east on a Cartesian plane. This is to suggest that one side of the plane represents the planner's interests while the other scale represents the interests and intentions of the other. In moving north east, Lax and Sebenius (2006) meant that both parties' interests are catered for. Additionally, the deal design should be in such a way that the deals made are long lasting and unalterable.

Tactics, which make up the last dimension, are the real, convincing techniques applied at the negotiating table in both creating and claiming a fair share of the pie. The tactics should be strong and capable of winning the interests of the negotiator. Lax and Sebenius (2006) argue that the negotiator ought to listen actively, study carefully and apply relevant questions in order to achieve a competitive bargaining power. In addition to the above three discussed dimensions, the negotiator should carry out an assessment referred to as the three dimensional audit. This assessment is designed to expose the potential problem relating to the actual deal. After revealing the problems, negotiator should come up with an effective strategy to deal with such hiccups.

Twin Moon Probes Crash into Lunar Mountain

A pair of twin gravity-mapping moon probes ended their science mission today (Dec. 17) by becoming intimately familiar with the pull of the natural satellite.

The washer-and-dryer-size Grail spacecraft?slammed into a?crater rim?near the moon's north pole at 5:28 p.m. EST (2228 GMT) Monday. The pair was crashed intentionally because their low orbit and remaining fuel levels precluded further scientific operations.

The impacts, which were directed by earlier rocket burns, were designed to keep the two probes from colliding with historic sites on the surface of the moon.

"NASA wanted to rule out any possibility of our twins hitting the surface anywhere near any of the historic lunar exploration sites like the Apollo landing sites?or where the Russian Luna probes touched down," said David Lehman, Grail project manager at NASA's Jet Propulsion Laboratory in Pasadena, Calif. Before each of the spacecraft's rocket firings, which were performed on Friday (Dec. 14), navigators calculated the odds of either probe impacting at an historic site at about seven in one million.

Instead, the Grail spacecraft, which were named "Ebb" and "Flow"?by contest-winning elementary school students in Bozeman, Mont., came down hard in the vicinity of the Goldschmidt crater located on the near side of the moon. Each spacecraft hit the lunar surface at roughly 3,760 mph (6,050 kph), researchers said.

The collisions were separated by about 20 seconds, with Ebb leading Flow into the side of a mountain at a site that has now been named after the late?Sally Ride, America's first woman in space.?There was no imagery of their end because the area was in shadow at the time

Mapping their own demise

The $496 million Grail mission (short for Gravity Recovery and Interior Laboratory) launched on board a Delta 2 rocket from Cape Canaveral, Fla. in September 2011. Ebb and Flow arrived at the moon on New Year's Day.

In orbit, the duo's successful prime and extended science missions produced the highest-resolution gravity field map of any celestial body, providing a better understanding of how the Earth and other rocky planets in the solar system formed and evolved.

The map was created by the spacecraft transmitting radio signals to define precisely the distance between them as they flew around the moon in formation. As they orbited over areas of greater and lesser gravity caused by visible features ? such as mountains and craters ? and masses hidden beneath the surface, the distance between the two spacecraft changed slightly.

"What this [lunar] map tells us is that, more than any other celestial body we know of, the moon wears its gravity field on its sleeve," said Grail principal investigator Maria Zuber with the Massachusetts Institute of Technology in Cambridge. "When we see a notable change in the gravity field, we can sync up this change with surface topography features such as craters, rilles or mountains."

In addition to mapping the moon's gravity, Ebb and Flow were also equipped with small student-controlled cameras. The MoonKAM program ? which until her death in July was led by Sally Ride?? allowed middle-school students to suggest and target areas on the moon to be imaged for their study.

Doing science until the end

Ebb and Flow conducted one final experiment before their mission ended. The two probes fired their main engines until their fuel tanks were empty to determine precisely the amount of propellant that remained.

The data from these last burns will help engineers validate fuel consumption computer models to improve predictions of the propellant needs for future missions.

"One thing is for sure ? they are going down swinging," said Lehman. "Even during the last half of their last orbit, we're [doing] an engineering experiment that could help future missions operate more efficiently."

Because the exact amount of fuel that was remaining on each spacecraft was unknown, the Grail navigators and engineers designed the depletion burn to allow the probes to descend gradually for several hours and then skim the surface until the elevated terrain of the targeted mountain got in their way.

"We have had our share of challenges during this mission and always came through in flying colors, but nobody I know around here has ever flown into a moon mountain before," said Lehman. "It [is] a first for us, that's for sure."

Iran defiant on enrichment ahead of possible nuclear talks

DUBAI (Reuters) - Iran will not stop higher-grade enrichment of uranium in response to external demands, Tehran's top nuclear official was quoted as saying on Tuesday, signaling a tough bargaining stance ahead of planned new talks with world powers.

Western powers want Iran to halt enrichment of uranium to a fissile concentration of 20 percent as it represents a significant step closer to the level that would be required to make nuclear bombs. Iran says it needs uranium refined to 20 percent to run its medical research reactor in Tehran.

"The Islamic Republic of Iran will not suspend 20 percent uranium enrichment because of the demands of others," said Fereydoun Abbasi-Davani, head of the Atomic Energy Organisation of Iran, according to the Iranian Students' News Agency (ISNA). "The Islamic Republic of Iran will produce 20 percent enriched uranium to meet its needs and for however long it is required."

He did not specify what he meant by Iran's needs. Western diplomats say Iran already has produced sufficient quantities to fuel its Tehran Research Reactor for several years. Abbasi-Davani has in the past said Iran plans to build another research reactor.

"Twenty percent enrichment is the right of the Iranian nation for use in the Tehran reactor and it will defend this right with authority," Abbasi-Davani said.

His comments renewed Iranian defiance in negotiations with world powers that are expected to resume soon, aimed at finding a peaceful solution to the decade-old dispute over Tehran's nuclear ambitions. But he did not appear to categorically rule out that Tehran at some point could shelve the activity.

'Fragmented Internet' could result from failed treaty talks

SAN FRANCISCO (Reuters) - The world's major Internet companies, backed by U.S. policymakers, got much of what they wanted last week when many nations refused to sign a global telecommunications treaty that opponents feared could lead to greater government control over online content and communications.?

In rejecting even mild Internet language in the updated International Telecommunications Union treaty and persuading dozens of other countries to refuse their signatures, the U.S. made a powerful statement in support of the open Internet, U.S. officials and industry leaders said.?

But both technologists and politicians fear the Internet remains in imminent danger of new controls imposed by various countries, and some said the rift that only widened during the 12-day ITU conference in Dubai could wind up hastening the end of the Net as we know it.?

"If the international community can't agree on what is actually quite a simple text on telecommunications, then there is a risk that the consensus that has mostly held today around Internet governance within (Web-address overseer) ICANN and the multi-stakeholder model just falls apart over time," a European delegate told Reuters. "Some countries clearly think it is time to rethink that whole system, and the fights over that could prove irresolvable."?

An increasing number of nations are alarmed about Internet-based warfare, international cybercrime or internal dissidents' use of so-called "over-the-top" services such as Twitter and Facebook that are outside the control of domestic telecom authorities. Many hoped that the ITU would prove the right forum to set standards or at least exchange views on how to handle their problems.?

But the United States' refusal to sign the treaty even after all mention of the Internet had been relegated to a side resolution may have convinced other countries that they have to go it alone, delegates said.?

"This could lead to a balkanization of the Internet, because each country will have its own view on how to deal with over-the-top players and will regulate the Internet in a different way," said another European delegate, who would speak only on condition anonymity.?

Without U.S. and European cooperation, "maybe in the future we could come to a fragmented Internet," said Andrey Mukhanov, international chief at Russia's Ministry of Telecom and Mass Communications.?

Hard line in negotiations
Spurred on by search giant Google and others, the Americans took a hard line against an alliance of countries that wanted the right to know more about the routing of Internet traffic or identities of Web users, including Russia, and developing countries that wanted content providers to pay at least some of the costs of transmission.?

The West was able to rally more countries against the ITU having any Internet role than agency officials had expected, leaving just 89 of 144 attending nations willing to sign the treaty immediately. They also endorse a nonbinding resolution that the ITU should play a future role guiding Internet standards, along with private industry and national governments.?

Some delegates charged that the Americans had planned on rejecting any treaty and so were negotiating under false pretenses. "The U.S. had a plan to try and water down as much of the treaty as it could and then not sign," the second European said.?

Other allied delegates and a U.S. spokesman hotly disputed the claim. "The U.S. was consistent and unwavering in its positions," he said. "In the end???and only in the end???was it apparent that the proposed treaty would not meet that standard."?

But the suspicion underscores the unease greeting the United States on the issue. Some in Russia, China and other nations suspect the U.S. of using the Net to sow discontent and launch spying and military attacks.?

For many technology companies, and for activists who are helping dissidents, the worst-case scenario now would be a split in the structural underpinnings of the Internet. In theory, the electronic packets that make up an email or Web session could be intercepted and monitored near their origin, or traffic could be subjected to massive firewalls along national boundaries, as is the case in China.?

Most technologists view the former scenario as unlikely, at least for many years: the existing Internet protocol is too deeply entrenched, said Milton Mueller, a Syracuse University professor who studies Net governance.?

"People who want to `secede' from that global connectivity will have to introduce costly technical exceptions to do so," Mueller said.?

A more immediate prospect is stricter national regulations requiring Internet service providers and others to help monitor, report and censor content, a trend that has already accelerated since the Arab Spring revolts.?

Jonathan Zittrain, co-founder of Harvard University's Berkman Center for Internet Society, also predicted more fragmentation at the application level, with countries like China encouraging controllable homegrown alternatives to the likes of Facebook and Twitter.?

Zittrain, Mueller and other experts said fans of the open Net have much work to do in Dubai's wake.?

They say government and industry officials should not only preach the merits of the existing system, in which various industry-led non-profit organizations organize the core Internet protocols and procedures, but strive to articulate a better way forward.?

"The position we're in now isn't tenable," said James Lewis, a cybersecurity advisor to the White House based at the Center for Strategic and International Studies. "For us to say 'No, it's got be an ad hoc arrangement of non-governmental entities and a nonprofit corporation ... maybe we could get away with that 10 years ago, but it's going to be increasingly hard."?

Lewis said the United States needed to concede a greater role for national sovereignty and the U.N., while Mueller said the goal should be a "more globalized, transnational notion of communications governance" that will take decades to achieve.?

In the meantime, activists concerned about new regulation can assist by spreading virtual private network technology, which can bypass?national controls, Zittrain said.?

Backup hosting and distribution could also be key, he said. "We can devise systems for keeping content up amidst filtering or denial-of-service attacks, so that a platform like Twitter can be a genuine choice for someone in China."?

As 2012 comes to a close, the Toyota Motor Corp. is poised to re-claim its status as the world's largest automaker, while General Motors and Volkswagen are in a tight race for second place.

The auto industry is headed for a record sales year, with car and truck sales set to top 80 million vehicles for the first time in history. Toyota, having recovered from epic challenges following 2011's tsunami in Japan, have pulled past General Motors, whose sales have steadily been recovering following a government bailout in 2009. While it's too close to call number two, VW already appears ready for a monumental 2013, in which the German manufacturer plans to increase production capacity by 600,000.

Of particular note is the burgeoning sales momentum of GM and VW, and the strength of the U.S. market. GM, which lost its 77 year winning streak in 2008 when Toyota took the sales crown?as the top selling manufacturer, is set for its 12th straight quarters of profit. Meanwhile, VW's increased production numbers make the German manufacturer's claims that they'll take the top spot by 2018 entirely feasible. As for the importance of the American market, IHS analyst Rebecca Lindland says,?"Because the U.S. is so large, when we have a double-digit growth it's going to propel the rest of the world. The gains can mask a myriad of sins elsewhere, because many of the other economies aren't exactly setting the world on fire."

Hm, interesting...yeah, anytime you've began working out but despite the endorphins and even depression medication, feel MORE depressed, something's not right and I'd definitely suggest seeing a psychiatrist or doctor. I know that, when I started working out, I gained about five to ten pounds of muscle over month and a half to two months (noob gains! Now I only put one a pound or two per month :/) and because of that, my thyroid medication actually had to be adjusted up again...as far as medications that affect brain chemistry, I have no idea but could be. If you've significantly altered your diet to accommodate working out, that could affect the food content in your stomach when you take the medication which could dilute its efficacy. I probably could have summarized this whole post as, I have no idea and you should see a doctor to have things adjusted upwards if need be because working out is fantastic. Best of luck and I hope you pull through it quick!

Chavez allies sweep Venezuela gubernatorial vote

CARACAS, Venezuela (AP) ? Allies of cancer-stricken President Hugo Chavez steamrolled Venezuela's opposition in gubernatorial elections, winning 20 of 23 states. The only good news for the opposition was the re-election of its top leader, Henrique Capriles, who lost to Chavez in October's presidential vote.

Sunday's vote came less than a week after Venezuela's leftist president was operated on in Cuba for the fourth time for a stubborn cancer that many fear he won't beat. It was widely seen as a referendum on whether his socialist-inspired Bolivarian Revolution movement has enough momentum to outlive him.

Capriles' win sets him up as the presumed challenger to go up against Vice President Nicolas Maduro, Chavez's hand-picked successor in presidential elections that would be held within 30 days of the president's death or separation from office.

"It really does underscore the fact that Chavismo really can survive, at least at the regional level, without Chavez," said Miguel Tinker Salas, a Latin American studies professor at Pomona College in Claremont, California.

"The reality is that the Chavistas today proved that their movement is institutionalized enough to sustain itself and to win statehouses in almost 90 percent of Venezuela."

The vote was the first in Chavez's nearly 14-year-old presidency in which he has been unable to actively campaign. He hasn't spoken publicly since Tuesday's surgery.

Jorge Rodriguez, campaign manager for the pro-Chavez camp, hailed the victory saying it represented "the map painted red" ? the color of Chavez's socialist party.

The strong showing could give the president's confidants a freer hand to deepen his socialist policies, including a drive to fortify grass-roots citizen councils that are directly funded by the central government.

The loss of ground by anti-Chavez candidates raises tough questions for the opposition. It lost five of its governorships, including the country's most populous state, Zulia, an important center of the oil industry that is Venezuela's economic lifeblood.

Capriles' beat former Vice President Elias Jaua in the nation's second most populous state, Miranda, and his win will allow him to cement his position as the country's dominant opposition leader. His supporters celebrated shouting with their hands in the air while fireworks exploded overhead.

Capriles told supporters in a victory speech that "it's difficult to come here and show a smile."

"This is a difficult moment, but in every difficult moment opportunities emerge," Capriles said, wearing a track suit emblazoned with the yellow, blue and red of the Venezuelan flag. "We have to strengthen ourselves more."

The 53 percent voter turnout was considerably lower than the more than 80 percent who cast ballots in October's presidential vote, when Chavez won another six-year term. Some said the closeness of the vote to Christmas and apparent apathy among some voters contributed to the relatively low turnout.

"It seems like people are more interested in getting ready for Christmas than anything else," said Ricardo Mendez, a bus driver who voted for Jaua.

Chavez's political allies had framed the elections as a referendum on his legacy, urging people to dedicate the vote to the president. Banners went up on lampposts ahead of the vote reading "Now more than ever, with Chavez."

Chavez, meanwhile, remained out of sight in Cuba, recovering accompanied by his four children after the latest operation for pelvic cancer.

David Smilde, a University of Georgia sociology professor, said the president's candidates benefited from Venezuelans' uncertainty about a future without Chavez and fears of losing benefits they've accrued under him.

"I think with Chavez sick ... it makes them think what would things be like without Chavez," Smilde said. "People are thinking of their own interest."

There were some complaints of improper campaigning on election day. While voting was under way, Maduro spoke on television urging supporters to vote, while opponents called his remarks a violation of electoral rules.

Speaking at a news conference, Maduro implored voters: "Let's not fail Chavez." He addressed those who hadn't cast ballots yet, saying "let's not make a bad impression with our commander Chavez."

Opposition leader Ramon Guillermo Aveledo said his remarks violated a prohibition on campaigning on election day, and called for the National Electoral Council to take action. Vicente Diaz, a member of the council, called Maduro's comments inappropriate and said he would take up the matter with the council.

At polling stations, voters from both camps chatted about the possibility of a new presidential vote coming soon if Chavez is unable to remain in office.

Chavez is due to be sworn in for another term on Jan. 10. But if his condition forces him to step down, Venezuela's constitution requires that new presidential elections be held within 30 days.

Chavez said before undergoing the surgery that if he's unable to continue, Maduro should take his place and run for president.

Antonio Ledezma, the campaign manager for the opposition coalition, accused the government of "doing everything possible for abstention to win." He cited the electoral council's decision to schedule the vote at a time when many Venezuelans are leaving home on vacation, and also a government decision to push forward the start date of school vacations.

Ledezma also said, however, that the opposition's defeat is "an opportunity to reinvent ourselves."
