WASHINGTON -- Two senators on opposite sides of the aisle are proposing comprehensive changes to the immigration laws that would include a pathway to citizenship for the estimated 11 million illegal immigrants now in the United States.

Democrat Chuck Schumer of New York and Republican Lindsey Graham of South Carolina, who promoted similar proposals on separate Sunday news shows. said that no path to citizenship would be available until the country's borders were secure.

Only then could those in the U.S. without authorization "come out of the shadows, get biometrically identified, start paying taxes, pay a fine for the law they broke," Graham told CBS' "Face the Nation." ''They can't stay unless they learn our language, and they have to get in the back of line before they become citizens. They can't cut in front of the line regarding people who are doing it right and it can take over a decade to get their green card."

Schumer told NBC's "Meet the Press" that he and Graham have resumed talks on immigration policy that broke off two years ago and "have put together a comprehensive detailed blueprint on immigration reform" that has "the real potential for bipartisan support based on the theory that most Americans are for legal immigration, but very much against illegal immigration."

Graham, however, made no mention of working with the chairman of the Senate Judiciary subcommittee on immigration, refugees and border security.

Immigration policy, largely ignored during President Barack Obama's first four years in office, has re-emerged as a major issue as Republicans seek ways to rebound from their election performance. More than 70 percent of Hispanic voters supported Obama, who has been more open than Republicans to comprehensive overhaul of immigration laws.

Three days after Tuesday's election, House Speaker John Boehner, R-Ohio, said it was time to address immigration policy. He urged Obama to take the lead in coming up with a plan that would look at both improved enforcement of immigration law and the future of the estimated 11 million people living in the country illegally. Boehner, however, did not commit to the citizenship issue.

Graham said that the "tone and rhetoric" Republicans used in the immigration debate of 2006 and 2007 "has built a wall between the Republican Party and Hispanic community," causing Hispanic support to dwindle from 44 percent in 2004 to 27 percent in 2012.

"This is an odd formula for a party to adopt, the fastest growing demographic in the country, and we're losing votes every election. It's one thing to shoot yourself in the foot, just don't reload the gun. I intend not to reload this gun when it comes to Hispanics. I intend to tear this wall down and pass an immigration reform bill that's an American solution to an American problem," he said.

Both senators said the overhaul would include developing a secure document to assure employers they're hiring people authorized to work in the country, and allowing legal immigration for needed workers at all skill levels. The path to citizenship would require immigrants to learn English, go to the back of the citizenship line, have a job and not commit crimes.

Graham said the overhaul would have to be done in such a way that "we don't have a third wave of illegal immigration 20 years from now. That's what Americans want. They want more legal immigration and they want to fix illegal immigration once and for all."

In exit polls on Tuesday, The Associated Press found 65 percent favored offering most illegal immigrants workers in the United States a chance to apply for legal status, more than double the number who said most should be deported. Even among Republicans, the party associated with crackdowns on illegal immigration, about half favored a path toward staying in the U.S.

Apple iOS Software: Time For An Update - Business Insider

The Apple backlash is in full swing right now.

But it really started this summer.

In our office, the people who review gadgets started grumbling that iOS was stale. These grumbles were crystallized in Farhad Manjoo's story for Slate titled, "The iPhone is Boring."

Manjoo wrote, "Apple?s mobile platform used to be unquestionably the best smartphone operating system on the planet. Now it feels just as good as everything else."

When the iPhone 5 came out, Manjoo was singing a different tune, saying, the "iPhone 5 is a Miracle," but it largely based on how great the hardware is.

His original point stands. Apple's software is getting stale.

In his review of the iPhone 5, Joshua Topolsky had his harshest criticism about Apple's mobile software, writing:

"Don't get me wrong, iOS is a beautiful and well-structured mobile operating system ? but it's begun to show its age. It feels less useful to me today than it did a couple of years ago, especially in the face of increasingly sophisticated competition. I always have this sense now in iOS of not knowing where I am, what my status is ? constantly having to load things and reload them. It feels tiring."

And this week, Kontra, a blogger focused on Apple and design wrote about iOS: "Apple software ??especially its self-declared future, iOS ??needs some serious overhaul both in aesthetics and experience, and far more in the latter department."

The good news for Manjoo, Topolsky, Kontra, the people in our office let down by iOS, and really anyone feeling let down by Apple, is that all signs point to 2013 being a big year for Apple and software.

Think about what has happened to Apple since September.

On the product side, it released a new iPhone, a new iPad, an iPad Mini, a new iMac, new iPods, and a new laptop, the 13-inch MacBook Pro with Retina display.

On the executive side, there was a major shuffle, with Scott Forstall, the former leader of iOS pushed out. In his place,?Craig Federighi with take over iOS, in addition to OSX. Jony Ive, who previously led hardware design will lead the look and feel of Apple's software.

In the press release announcing the moves, Apple titled its release, "Apple Announces Changes to Increase Collaboration Across Hardware, Software & Services." Astute Apple blogger John Gruber believes that's the plain truth. Apple made the executive changes so Apple's various divisions would work more closely.

Forstall was said to be a divisive figure who didn't play nice with everyone else. By removing him, all the divisions can work together more easily.

On Twitter, Sammy The Walrus IV notes, "Logic (if there is such a thing) would point to 2013 being all about iOS with only minor changes to Apple hardware."

The hardware has all been refreshed. Unless Apple releases a TV, which is possible, we're not expecting much on that end. This frees up Apple and its new executive system to target the stale and in some ways broken software that's only been incrementally upgrading for the last few years.

Of course, with any big change, comes big risks. Look at what happened with Maps. Apple's executives could start tinkering with iOS and ruin it. But, at this point that's a chance Apple has to take. If iOS continues at its current trajectory it will be passed by Android in the software department sooner than later.

It's not sexy for investors who want to see big beautiful hardware that gets people waiting overnight in big lines. But for the future of Apple it's just as important.

    Rockville ? Solano Community College is currently presenting a theatrical production, Of Mice and Men, by John Steinbeck, which comes to its final day of production on November 11.

    George Maguire, who started his journey back in 1987 teaching at SCC, will be adding this show to his total of 50 and finishing his SCC legacy when he retires at the end of the semester.

    The SCC production is a compelling tear jerker, with professional quality acting by the lead performers and cinematic stage effects.

    The story takes place on a ranch near Salinas, California back in 1942 following the Great Depression. Two companions, George Milton (Henry Swenson) and Lennie Small (Semaj D. Barnes and Christopher Raymond) would travel looking for work. They would leave a city in Northern California, heading south to Central California. During this time, the two would end up in a town that was in need of a few hands.

    The Boss (Mike Glynn and George Nixon) hires the two, but quickly Curley, the Boss? son (Levi Duncan) encounters the two over a jealous rage that he created because of his wife. Curley?s wife, (Cady Dillman and Mikkel Simons) is a handful, flirting with every worker on the farm and just trying to seek attention. Curly goes around threatening all the workers, but then tangles up with Lennie and ends up getting his hand crushed.

    Lennie and George discuss the dream of owning their own plantation.? When Curley?s wife is fed up of not getting the attention she wants, she attempts to runaway, but along the way runs into Lennie and has a conversation. She lets Lennie stroke her hair when all of a sudden he becomes obsessed and the two start to start to scuffle with Lennie accidently killing the wife.

    The group of men working for the Boss and Curley go on a manhunt searching for Lennie with their guns loaded. George, caught in the middle of not wanting another man to hurt his friend, but knowing he won?t be able to save Lennie decides to search for him as well.

    George finds Lennie, coaxes him into coming out of hiding and relaxes his ease by distracting him with the future plans pointing out into the stars and then without warning, passionately shoots him in the back of his head.

North Carolina is not out of line with other states in the country and in fact has put in place accepted standards on the benefit side that allow the unemployment insurance system to serve its role as support to the broader economy. For example, the majority of state?s (35) index their maximum benefit amount to between 50 and 76% of the average weekly wage.

    On tax rates, North Carolina actually ranks at the bottom of all states. North Carolina ranks 42nd in its average tax rate on taxable wages at 2.22 percent. This rate is lower than the national average of 3.44 percent. The average employer contribution per covered employee is $336 in North Carolina, which ranks 30th nationally.

    Efforts to mimic other south eastern states policies would not fit with North Carolina?s economy.? The intention of the formulas and criteria in state unemployment insurance systems is to reflect the local economy.? Therefore, proposals to reduce the maximum benefit to an arbitrary $350 would not only put NC among the bottom 10 states, it would no longer be tied to wage growth in the state.

    Benefit changes are not the path to solving the state?s unemployment insurance system.? North Carolina needs to return to forward financing, an approach that has employers contribute to the unemployment insurance trust fund in good times so that in bad times, when benefit payouts increase and payrolls shrink, funds are available for workers who lose their jobs through no fault of their own.

    Our current challenges can be traced back to not just the economic challenges of the past four years but a series of tax cuts to employers in the 1990s that reduced the trust fund balance to well-below agreed upon safe levels before the start of the Great Recession.? In fact, if North Carolina had been financing the system at the average rate of other states, we would have had $2.8 billion by 2009, which certainly would have reduced the size of our debt.? Pay as you go models, as was effectively adopted in NC in the 90s, and temporary quick fixes will not address the fundamental need for forward financing to make the system work effectively and efficiently.

    Policymakers should instead be guided by principles that are broadly shared by researchers and stakeholders alike:? achieving adequacy, ensuring full and equitable participation and maintaining the wage replacement function and improving re-employment services for workers who have lost their jobs. The task of stabilizing the unemployment insurance trust fund will take time but it must be undertaken to ensure that North Carolina is better positioned to weather future downturns.

    Japan to seek defense talks with US

    TOKYO (AP) ? Japan's defense minister says Tokyo is seeking talks with the United States to update their mutual defense guidelines and expressed concern over China's increasingly assertive maritime policies.

    Defense Minister Satoshi Morimoto told reporters Friday he would like to see the talks begin next month and cover a wide range of issues, including a review of what measures the countries could take in emergencies. He cited concerns over China's growing naval power, along with terrorism and cybercrimes.

    For the past few months, Japan and China have been locked in a dispute over a group of small islands in the East China Sea.

    Under a postwar mutual security pact, the United States is obliged to help defend Japan if it is attacked. The U.S. has about 52,000 troops stationed in Japan.
