FORTUNE -- Jonathan Bloomer probably thought he hit professional rock bottom last Wednesday.

His six-year-old insurance venture Lucida PLC announced that it would no longer write new business, entering a run-off process after original owner Cerberus Capital Management proved unable to find a buyer or co-investors. Bloomer also resigned as CEO, but said that he would stick around as a non-executive director.

Today, however, Bloomer is facing a whole new different set of headaches.

While running Lucida, Bloomer also sat on a number of outside boards. Among them was British software company Autonomy, which later was acquired in late 2011 for around $11 billion by Hewlett-Packard (HPQ). Moreover, he was chairman of Autonomy's audit committee.

The reason that history now matters is because HP yesterday accused Autonomy of cooking the books prior to its acquisition, and that it would be taking a related $8.8 billion write-down. HP didn't specifically identify the executives it believes to have been responsible, but did say that it planned to pursue civil changes. If Bloomer didn't have counsel 48 hours ago, he probably does now.

It's also worth noting that Bloomer -- the former CEO of Prudential PLC -- actually became a partner with Cerberus prior to forming Lucida, and that he lists it as an active employer on his LinkedIn profile. Bloomer is not, however, listed on the Cerberus website, nor could a firm spokesman confirm whether or not he was still with the firm. I called up Cerberus in London, and was passed around a bit before finally being given a mobile number (seems he doesn't have an in-house extension). FATHERS across Scotland are being denied access to their children for months at a time because of a culture of institutionalised sexism within child protection agencies, a damning new report has revealed.

The research says men are increasingly left on the sidelines of their families after break-ups and reveals cases where fathers have been blocked from seeing children who are in the care of substance-abusing former partners or living in chaotic households.

It calls for social workers to be retrained so that fathers are viewed with the same importance as mothers after family splits. One of the co-authors claims fathers receive a ?raw deal?.

Support group Circle Scotland says in the report, Listening to Fathers, that they need their own advocates to stand up for their rights. More support workers are also required in child care cases, it adds.

The charity provides holistic, community-based support to thousands of marginalised children and families in Edinburgh, West Lothian and North and South Lanarkshire.

Circle Scotland catalogued incidences of fathers being refused access to their children, despite them being left in the care of substance-abusing former partners who struggled to maintain a stable home environment.

Mark Smith, co-author of the report and senior lecturer in social work at the University of Edinburgh, said: ?In social work, we need to recognise the complexity of a relationship and realise that problems are seldom caused by a ?bad man? at the end of it.

?We don?t treat couples even- handedly. I think that men can get a raw deal.?

Mr Smith warned that social workers are sometimes failing to recognise the changes in the post-industrial era, with many men taking a more practical role in fatherhood.

He added: ?Men are allowed now to take on the more emotional and hands-on aspects of fatherhood which was maybe denied them when their primary role was as a breadwinner.

?In the past 10 years there has been a massive increase in the realisation of how important it is for fathers to be involved in their children?s lives.

?At the same time, there has been an identification of men as being problematic within families, causing domestic abuse or child abuse, and within a profession such as social work, men can be perceived as scary at times.?

He said some fathers react aggressively because of ?frustration? over the way the system is treating them.

Co-author Nick Smithers, who works for the charity, added: ?I thought I would be working with dangerous, risky men but in fact it was vulnerable men or men who found themselves in really difficult situations. I found myself advocating for the men or mediating with the authorities on their behalf.?

Mr Smithers said most of his clients feel that their view is being ignored by the professionals, a situation which is compounded when they are aware the welfare of their children is at risk.

He added: ?Of all the men I work with, I have not met anyone who does not care about their children, But they feel powerless and quite desperate.?

Ian Maxwell, national development manager of Fathers for Families Scotland, said fathers no longer at home are often challenged about why they should be involved with their children. This is exacerbated if they are not married or do not have parental rights, he said, adding: ?Many [fathers] have lived with their children and cared for them for many years but they are now being treated as a potential risk or as someone who isn?t capable of looking after a child for long periods or overnight.

?Some social workers and other professionals seem to treat such fathers as of secondary importance. In doing so, they are ignoring all the evidence that fathers are just as important to children after separation as they were before.?

Peter MacLeod, president of the Association of Directors of Social Work, said social workers had to adhere to strict codes of conduct and there was a formal complaints process.

He said: ?In child protection cases, social workers are there to make sure that the best possible outcome is achieved for the child at the centre of the case.?

Mr MacLeod added: ?We would not accept that professionals systematically do not engage with fathers. It will sometimes be difficult to engage with fathers where allegations have been made against them and they are reluctant to discuss these matters.?

Jeff Hankins Named Vice President for Strategic Communications at ...

The Arkansas State University System on Monday named Jeff Hankins vice president for strategic communications and economic development.

System President Charles L. Welch announced the hire. Hankins, a 1987 graduate of Arkansas State University in Jonesboro and past president of the ASU Alumni Association, most recently was president and publisher of Arkansas Business Publishing Group of Little Rock.

"Adding Jeff Hankins to our leadership team is a tremendous coup for the ASU System," Welch said in a news release. "Jeff is a widely respected businessman and journalist who has an exceptional understanding of the link between education and economic development.

"This hire further reinforces the ASU commitment to fostering collaboration among our campuses and those responsible for promoting economic development opportunities in our state."

The position, which is based in Little Rock, is new. According to Welch, the job will pay $170,00 annually with the usual benefits afforded to all ASU employees. Monday is Hankins' first day as an employee.

Welch also said his new hire will be ratified by the Board of Trustees at its next meeting.

ASU said Hankins will facilitate all communications and economic development activities for the ASU System and its campuses. Responsibilities include "developing an integrated, multimedia strategy for the system and serving as the system's liaison to statewide business associations and economic development entities to facilitate activities with the campuses."

"Being able to share my passion for and experience in communications, business and higher education with Arkansas State University is an amazing opportunity," Hankins said in a news release. "The ASU campuses are doing extraordinary work in educating students and preparing them for the workplace. I look forward to working with Dr. Welch, the chancellors and their teams to make sure all of our constituencies are aware of what we are doing ? and can do ? to make Arkansas an even better place to learn, live and work."

A Pine Bluff native, Hankins spent 32 years in the publishing and communications industry in Arkansas.

During his 19 years with Arkansas Business Publishing Group, he was publisher of the statewide weekly newspaper Arkansas Business and led strategic planning, startup and operations of the Northwest Arkansas Business Journal, Arkansas Next: A Guide to Life After High School and other publications.

Hankins also led the company's online with initiatives including ArkansasBusiness.com, ArkansasSports360.com, InArkansas.com and FLEX360, ABPG's web design firm subsidiary.

Hankins also made regular appearances on KTHV-TV, Channel 11; KATV-TV, Channel 7; and AETN?s "Arkansas Week" public affairs program.?From 2003-2009, Hankins was co-founder and chief executive officer of Herald Haven Media LLC, which publishes the monthly Jonesboro Occasions magazine.

Cowboys beat Browns 23-20 in wild OT finish

ARLINGTON, Texas (AP) ? Tony Romo and Dallas coach Jason Garrett spend a lot of time talking about protecting the ball when chaos surrounds the Cowboys quarterback.

Just when it looked like Romo would persevere through a career-high seven sacks to lead a Cowboys comeback, he lost a critical fumble that sparked a wild finish and sent Dallas scrambling to find a way to win.

The Cowboys ended up extending the Browns' road losing streak to 12 games when Dan Bailey kicked a 38-yard field goal with 6:07 left in the first overtime game at Cowboys Stadium. Dallas gave up the lead after Romo's miscue, but Bailey forced the extra period on a tying kick with 2 seconds left in regulation.

"Tony didn't protect the ball the way he needed to," Garrett said. "Obviously a big play in the game, one that we had to overcome both the rest of those six minutes of regulation and obviously through overtime."

Dallas (5-5) appeared ready to lock up consecutive wins for the first time this season when Romo put the Cowboys up 17-13 in the fourth quarter on a 28-yard scoring pass to Dez Bryant, who had a career-high 145 yards receiving. Anthony Spencer sacked Browns rookie Brandon Weeden on the next drive, forced a fumble and recovered it at the Cleveland 18 with 5:45 remaining.

Romo gave it right back, though, fumbling two plays later, making his first turnover in three games when he was hit by Frostee Rucker while trying to avoid Cleveland's sixth sack. Dallas' offensive line didn't have left tackle Tyron Smith for most of the game because of an ankle injury.

"I obviously need to hold onto the ball and not let the guy come from behind and let the ball come out," Romo said. "That could have been a big one."

The Cowboys made one goal-line stand in the final minutes, but the Browns (2-8) got another chance and went ahead 20-17 on Weeden's 17-yard pass to Benjamin Watson with 1:07 remaining.

Dallas drove to the Cleveland 9 in the dying seconds, keyed by 50 yards from a pair of defensive penalties, including a 35-yard pass interference call against Sheldon Brown. The Cowboys tried to throw into the end zone twice, then settled for Bailey's tying kick.

Dallas won for the first time in six games when Romo is sacked at least five times. Despite the constant pressure, he finished 35 of 50 for 313 yards with the touchdown to Bryant.

"Tony did a really good job of playing with poise," Garrett said. "When you play quarterback and you have a lot of negative plays ... it's easy to kind of get out of yourself and do some things you shouldn't be doing."

Referee Ed Hochuli carried on a running commentary in explaining replays and other rulings on the huge video board, and the most critical came in overtime when the officials ruled an incompletion on a throw that Miles Austin dropped.

The Cowboys were in position for a winning field goal, and replays appeared to show Austin had possession and took two steps before the ball was knocked out. The Browns recovered the loose ball, and called timeout to allow more time for a review. Hochuli announced that the play wasn't reviewable, although that was one time he didn't explain his reasoning; it wasn't reviewable because a whistle had blown the play dead.

"I pretty much knew by the way they called it that it was not reviewable," Browns coach Pat Shurmur said. "But I wanted to make sure they had time to get it all right."

Cleveland looked like the winner at halftime, leading 13-0 while Romo ran for cover and the crowd booed repeatedly. But Dallas scored on its first three possessions of the second half, capped by Romo's toss to Bryant.

After Weeden and Romo traded fumbles, Weeden took the Browns to the Dallas 1, but bruising running back Trent Richardson was stuffed on third down and Weeden threw incomplete with 1:42 remaining.

The Browns weren't finished, though. They used all three timeouts and forced a Dallas punt. The Cowboys' John Phillips was penalized for a horse collar tackle on Joshua Cribbs, even though a replay showed Phillips grabbing Cribbs' hanging dreadlocks rather than his jersey. With the ball at the 17, Weeden found Watson in the middle of the end zone on the next play, just as he did on a 10-yard play for the game's first score.

The Cowboys had finally scored on a 44-yard field goal with 5:44 remaining in third quarter, then abandoned an ineffective running game. Romo completed passes on the first seven plays, including a 30-yarder to Bryant, before Felix Jones went the final 2 yards on the ground to get Dallas within 13-10 early in the fourth quarter.

Dallas got the ball back quickly when safety Gerald Sensabaugh stuffed Richardson a yard short of a first down in the open field, and the subsequent drive to Bryant's touchdown included two more of the seven penalties on Cleveland's secondary. The Browns had 12 penalties for 129 yards.

"I understand that we may have had calls in our secondary that went against us," Brown said. "But I think their secondary had no calls. So you're telling me they were playing clean? I think you have to call it both ways."

NOTES: Richardson fell just short of becoming the first Browns rookie with three straight 100-yard games. He finished with 95 yards rushing, and added 49 yards receiving. ... (For example, there is always speculation about the tax hit of catching a historic home-run baseball, but the IRS never goes after the lucky fans.) If the IRS decides to audit the couple, the most likely result is that they?ll pay the higher married rate. No penalty will apply, because they made an honest mistake and acted in good faith.

Garofalo and Cohen might also argue that they weren?t actually married. Nevada law allows for an annulment of marriage because of ?mutual mistake.? When a marriage is annulled, the law treats it as having never existed. If the couple got an annulment of their 20-year-marriage?a unique circumstance?they could try to convince the IRS that it should consider the marriage to never have happened.
